between the city cio and the departmental cio's functional weakness for city wide problems and partially agree the city's inability to manage these projects in a centralized function could benefit from reporting relationship between the city, cio and department c cio's. number 11. allowing common ict xurchgzs addressed and performed by department by department basis has lead to duplication and unnecessary spending. for this i agree. addressing by individual departments is the reason for duplicative efforts and spending. finding 12. the plan does not include ongoing operational activities and prior funding. for this i agree. the five year plan is a strategic plan and focus on operational activities would be helpful. find be number 13. there are no consolidated budget and staffing plans. partially agree. while there are some efforts there is no accountability and it's not clear who is responsible if spending decisions are not met. now let's get to the first category of recommendations. moving to -- there were a number of recommendations that came out of the civil grand jury. we

't need it. >> if you are interested in our local city government and would like to work with 18 other enthusiastic citizens committed to improving its operations, i encoura >> hi, i'm jane konig, a member of the league of women voters. along with the league and sfgovtv, i'm here to discuss proposition a, a ballot measure that will be before the voters on november 6th. city college of san francisco has 9 campuses in the city and serves approximately 100,000 students each year. the state has reduced funding to ccsf by core academic courses, provide work force training, provide an education that prepares students for 4 year universities, keep city college libraries and student support services open, keep technology and instructional support up to date, and offset state budget cuts. i'm here with alyssa messer, an english teacher at city college of san francisco. she's the ppt of aft2121, the faculty union, and a proponent of proposition a. also joining us is starchild, a local activist with the libertarian party of san francisco and a former candidate for the san francisco school board

'm here to discuss proposition c the city currently uses federal, state and local funds to support affordable housing programs for both low income and moderate income households. recent federal cutbacks and reductions in state funding have decreased the funding available for affordable housing programs. proposition c would amend the charter to establish a housing trust fund. the city would contribute $20 million dollars to the fund in 2013. each year the city contribution would increase by 2.8 million dollars up to 50.8 million dollars in 2024. after 2024, the city would contribute an annual amount base the on the 50.8 million dollars but adjusted for changes in the city's general fund revenue. the city would use the fund to build, purchase and improve affordable housing, provide 15 million dollars for a loan program for down payment assistance for moderate income home buyers and emergency first responders and provide up to 15 million dollars for a program that would help eligible households avoid foreclosure. proposition c would change the affordable housing requirement for pri
two members without delay. from my understanding will be implemented and while the city has not moved on it for six months i expect this to be. >> >> six years i expect the city to work on this and get it done in the next six months or six weeks. next is have a plan and budget and reviewed by coit and to the mayor's office and the board of supervisors. again what is fascinating about the answers and all of the agencies are across the map. some say yes. some say no. some say it's implemented. some say it's not. it will be implemented and always a cit budget but not decisions related to that budget. recommendation number six. subject to coit approval of the i kr.d t budget and staffing plans coit and the cio must monitor adherence to these plans and i think what i will say for this should be implemented within the next six months. one of the challenges we face challenges here at the board and coit and time lines and budgets keep slipping and it's important to have monitoring that continues. recommendation number seven. the cio position be elevated to this and there is signific
is cutting edge. and although it's been successfully implemented in other cities, it will be one of the first such installations in an urban office building. >> here is a city agency that treats wastewater, but they send no wastewater to the treatment facility. that says a lot. >> it's got a 12 gallon per day occupancy using 5,000 gallons per day with a building officing 1,000 people. that turns out to save over 2.7 million gallons a year. >> the public utilities commission runs water, power and sewer services for san francisco. we can't afford to be out of business after an earthquake. so, we're thinking about building a building. that building is going to hold our operations center and our emergency operations center for things like earth quack. that building had to be immediately occupiable. great. but we can do better than that. so, this new technology that we ended up using was a concrete building that straps basically, that goes through the interior of the building and allow the building to turn or twist as part of an earthquake as it corrects itself. >> in the course for the puc buildi
often. we announced that the entire city family take time to think about whether the existing laws should apply to the new activity or whether we should create new policies and regulations that apply more appropriately to the activity. we look forward to tackling that with the working group going forward. >> how was the turnout? >> it was a pretty huge turnout. we had about 40 hosts from san francisco, probably more than that. many of them testified. it was an incredibly moving experience. i do not think i have seen a city hearing the was that emotional. people are using this income to pay property taxes if they own their home, pay off their mortgages, pay increasing rents. our cofounders could not afford their increasing rent so they blew up an air mattress in their living room and rented it out to make rent. this is incredibly important as a source of income for our hosts. if you are taxing at 15%, we need to do so thoughtfully. >> what was the treasurer's view? how is it different from yours? >> we do not know what the treasurer's view is. we would love to discuss this collabora
but before i say that i want to continue thanking the people who are very interested in the city of this city, the future of sports, the future of the waterfront and all the neighborhoods that we know that are continuing to want to have a great positive economic future for the city and also create jobs at the same time. supervisor david chiu is here and he and i have talked quite a few time bs this project and what it means to the city. i want to also thank supervisor john avalos and he being a very strong advocate and working together on local hire we have been able to set course and ordinance for city funded projects that i think have been leading the nation in getting local people hired. at the same time i also want to acknowledge supervisor jane kim whose district this arena is being planned for and hopefully constructed on. and take the quality time it takes for all the environmental aspects of this project to be put forth and i -- thank you supervisor. as you know i emphasized job creation in the city being so incredibly important for both the present and the future, and as our econ
this time the need to have this a family together to support our city college. so also i have representatives of the comptroller's office, then rosenfield, mickey callahan, the human resources divisions that are here today, nadia from our public financing, and certainly kate howard and the budget staff, all here to help me help the city college to make sure they continue in the best tradition that we have in our city. after all, they need our help, our support. they will not be able to accomplish it all by themselves, so no less than any other educational institution. they cannot do it alone. certainly, i get that message from hydra a lot. working with her on the board of education, as well as her being at the city college at this time, and then with our community assets, read it is here at the head of children, youth, and family. she has been a critical part of the programs that support our educational institutions and will be similarly so when we meet the challenges of our community college. our community colleges, as i say earlier, is the really important part. let me tell
and the special jewels that are the urban villages we live in. i ran for office because i wanted to serve the city and protect all that is so special about san francisco. >> what lessons did you learn after campaigning for supervisor? >> san franciscans are incredibly interested in their city government, local politics, and making sure that we remain the most amazing city in the world. i learned that san franciscans during campaign read everything they are sent in the mail. they love to meet the candidates and engage in conversations with them. i learned how important it is to build bridges between different communities, particularly communities of diversity that we have. i was incredibly honored to have been elected in november of 2008. >> where do you place yourself on the political spectrum? >> i consider myself someone who shares the progressive values that many sentences can hold dear. we have been a beacon to the rest of the world region that many sentences skins hold dear. we have been a beacon to the rest of the world for those. >> you are president of the board. describe the role of the o
in san francisco that the city does not have regulations as far as licenses and certification is required for tour guides. it is already very open. it is different from the regulations in new york city. that is another market we're in. we're looking forward to allowing san francisco to lead the way by showing the impact our platform can have. we are also really concerned with the tax issue as well. so far, the tax code is really segmented largely for personal and business taxes. the sharing economy presents a nuanced situation. individuals are not businesses but are enjoying a new stream of income. we are interested in having that conversation in a way where we can use the new economy to benefit the city as well as individuals who are proactively taking all entrepreneurship in their own hands to leverage their own resources and knowledge to supplement their income. >> at task rabbit, we're looking to partner with the city and generate more awareness around what we do and how consumers and small businesses can get involved. we have a lot of small businesses utilizing the network as a deliv
in a fancy condo buildings in this city. you can have an extra count that you want to rent out, and you can find access to travelers from all over the world who also do not have the resources to spend money on a $200 hotel bill who want to say on your couch, and that is really democratizing travel, not just access to travel, but also access to the tourism economy that flourishes in the city. >> i just want to address the technology point really quickly. we try and emphasize the human aspect of this, whether it is on the website or whether it is through the iphone app. other people use a device that we built, that lets you share a car more conveniently by letting the richer unlock the car with their smartphone. even with that, we really try to connect the people who are sharing because a lot of people to accept rentals just with the kit and may never meet the people they are sharing with. we tried to encourage the parties to get to know each other, trying to just display your interest or so many things i can think of that our websites due to show who this person really is. they take their ph
up above the hustle and bustle of the city and finding this sort of oasis, if you will, at the top of the hill. when i walk through this park, i look at these brick walls and this lawn, i look at the railings around the murals. i look at the restoration and i think, yeah, i had something to do with that. learning the lessons, thank you, landmarks meet landmarks. the current situation at pioneer park and coit tower is really based in public and private partnership. it was the citizens who came together to buy the land to keep it from being developed. it was lily hitchcock coit to give money to the city to beautify the city she loved of the park project worked to develop this south side and still that's the basis of our future project to address the north side. >> good morning everybody. all right. welcome to the city and county of san francisco the innovation capital of the world and of course for those of you that come from beyond welcome to the world series champion city and county of san francisco. income market and that is exactly why we have an affordable sector in this city. when it comes it recreating redevelopment, that's a fallacy. it's about recognizing that redevelopment allowed a certain portion of money to be used for redevelopment. it's not about recreating redevelopment, in fact that's a closed chapter in history. lastly the idea we are reducing the mixed income housing is also a sort of fallacy. there is a purpose to providing an incentive for developers to do what's called mixed income housing, providing some of their units are affordable to mixed income households. most developers do not do that and this is an incentive for them to do it. this is providing a set of programs that are funded providing all the way for folks who were formerly homeless to folks who are middle income to be and stay in san francisco. >> any final comments, starchild. >> it sounds like peter is saying on one hand, well, no, it won't subsidize middle income people then he's saying there is a range all the way from middle income people all the way up to -- he doesn't say what the

't think you will see any city across this country right now where there is such a private investment of such confidence in a city that will present this opportunity that's rare as it is. that is why we pursued the warriors. we knew we had an entity there to help us demonstrate the things we talked about when pursuing them, local hire, jobs for people, vendors respective of our small businesses, a waterfront design sensitive to the views and the environment that we want to have, and a great, great addition to our economy in the city for years and years to come, so it is with great pride that we make this announcement because many of the people in this room are looking for that opportunity from all walks of life, from every community in san francisco they see this as a city wide projected, not just on the waterfront. it's everybody's future. everybody has to be heard and i know that even this weekend there was a telephonic ability to talk to people online and the telephone. there were over 4,000 people that engaged themselves with a conversation and the warriors and about what this
developing sensors that we could place around cities that would give us some analytics on how people move around cities and how vehicles drive around cities. so, currently we have 16 neighborhoods -- 18 neighborhoods covered in san francisco, and we get real-time data back that shows exactly how many people go by some of the busiest areas in san francisco. so, you can see here san francisco, on average total, i think we had 150 people cross our sensors on average for every sensor. in case you want to go into time density. so, we end up getting these really, really great visualizations of the busiest times and the least busiest times of people moving around san francisco. you want to go down into union square? you can see the data changes dramatically when we change the neighborhood. and just illustrates how different every neighborhood in san francisco really is. we're announcing today that we're providing some of this data to the city as a kind of public service to help the citizens here figure out how many people walk around their neighborhood. but mostly it's to help public service, li
to health care to education. this measure would get san francisco city government into the business of making home loans. this is part of what brought on the economic crisis at the federal level, fannie mae and freddie mac giving out home loans to people who couldn't afford to buy and later had their houses foreclosed. we don't know what's going to happen in the housing market for the next 30 years. i think it's foolish to set aside increasing set amounts of money for the next 3 decades when we know right now that there's thousands of people living on the streets. why not just build as many affordable units now as possible and do that by getting government out of the way with all its red tape and regulations and taxes and union work rules that increase the cost of housing. that would be a better way to get affordable housing, not bringing back this redevelopment agency with its legacy of driving african americans out of the fillmore and they had slated more than half the bay area for redevelopment before they were shut down. >> anything you'd like to add, peter? >> there's a numb

be voting for this. >> in 2001 we elected city attorney and treasurer in an election that had i think something like 12 or 13 percent turnout. these are two very, very important positions, we should maximize turnout. i think it makes perfect sense to elect these positions with the mayor. i can't tell you how many people after i proposed this at the board of supervisors, paepl on the board, off the board, came up to me and said why didn't anyone think of this before, it makes so much sense. it will save us money, it will mean more people voting for city attorney and treasurer and if that's not democracy, i don't know what is. there's a reason why this is getting such broad support and i think it deserves the voters' support. >> thank you. and dr. faulkner, would you please summarize why you believe people should be voting against this measure? >> originally it was all odd year elections for city government. the main focus was to have a lot of elections spread out so people would pay attention. that was the idea of the 1932 charter. it is good in the sense given the history of sa
